Kashmore is one of the most strategically placed districts of northern Sindh. It lies near the meeting zone of Sindh, Punjab and Balochistan and occupies a landscape shaped by the Indus River. Its identity is strongly connected with irrigation, agriculture, riverine settlements, livestock, energy resources and the movement of people and goods between the upper parts of Sindh and neighbouring provinces.
The district is also unusual because its modern economic story depends on two very different resources. The first is water: the Indus and the Guddu Barrage provide the foundation for large-scale irrigated agriculture. The second is energy: the Kandhkot Gas Field became an important natural-gas discovery in the second half of the twentieth century.
Kashmore District was created in 2004 after being separated from Jacobabad District. Today its three talukas are Kandhkot, Kashmore and Tangwani.
Pakistan Bureau of Statistics data from the 2023 census records a population of 1,233,957 for Kashmore District. The district covers 2,580 square kilometres and has a population density of about 478 people per square kilometre.
Kashmore remains predominantly rural. Approximately 962,175 people were recorded in rural areas, while approximately 271,782 lived in urban localities. That rural majority explains why agriculture, irrigation, village infrastructure and riverine access remain central to everyday life.
The average household size recorded by the 2023 census was about 5.9 persons. The district's population increased from about 1.09 million in 2017 to more than 1.23 million in 2023.
Kandhkot is the largest of the district's three talukas by population and is one of the principal urban and commercial centres of Kashmore. The 2023 census recorded about 407,592 people in the taluka.
Kandhkot has a particularly important place in the district's modern history because of the discovery of natural gas in 1959. The town also developed administrative and educational institutions during the colonial and early post-colonial periods.
The 2023 census identifies Kandhkot city as an urban locality with a population of approximately 99,155. Ghauspur is another important urban locality in the taluka, with a population of about 43,476.
Kashmore taluka contains the district headquarters and the area around the Guddu Barrage. Its 2023 population was approximately 487,601, making it the largest taluka by population.
Kashmore town itself recorded a 2023 population of approximately 63,984. Guddu, an important settlement near the barrage, was recorded as an urban locality with about 23,499 people.
The town's location near the northern edge of Sindh gives it importance beyond its population size. Roads and commercial routes connect the area with Punjab, Balochistan and other parts of upper Sindh.
Tangwani is the third taluka of Kashmore District. The 2023 census recorded a population of approximately 338,764. Tangwani is predominantly rural and contains a large number of villages and agricultural communities.
The urban localities include Tangwani and Karampur. Karampur's 2023 population was about 20,050, while Tangwani itself was also recorded as an urban locality.
The eastern side of Kashmore is shaped by the Indus River. For centuries the river has influenced settlement, farming, transportation, fishing, seasonal flooding and the location of villages.
The river is both an economic resource and an environmental force. During normal conditions its waters support irrigation and agriculture. During exceptional floods, however, riverine communities can face serious risks.
This dual character is essential to understanding Kashmore. The same water system that makes the plains productive can also threaten homes, roads, schools and crops when floodwaters rise beyond the capacity of protective infrastructure.
No discussion of Kashmore can be complete without the Guddu Barrage. Located close to Kashmore on the Indus, the barrage is one of the major irrigation structures of Sindh.
According to the Sindh Irrigation Department, the foundations of the barrage were laid on 2 February 1957 and construction was completed in 1962. The structure contains a large series of gates and was designed to regulate the Indus and provide dependable irrigation supplies.
The barrage supplies irrigation water to approximately 2.9 million acres across parts of Sindh and Balochistan. Its associated canal system includes the Begari Sindh Feeder, Desert Pat Feeder, Ghotki Feeder and Rainee Canal.
This makes Guddu much more than a local landmark. It is part of the irrigation infrastructure supporting agriculture across a large region of Pakistan.
Agriculture is the foundation of Kashmore's rural economy. Irrigated land around the Indus and Guddu Barrage supports crops including rice and wheat, with other crops and livestock contributing to household income.
A common agricultural cycle in the region is associated with rice in the summer and wheat during the winter. The irrigation system makes cultivation possible across areas that would otherwise face much greater water limitations.
Farming, however, is not simply a matter of having canal water. Farmers also depend on electricity, agricultural inputs, roads, markets, machinery, labour and predictable water distribution. Therefore the condition of irrigation infrastructure has a direct effect on household livelihoods.
Agriculture is only half of Kashmore's modern economic story. The district also became associated with Pakistan's natural-gas industry after the discovery of the Kandhkot Gas Field in 1959.
Pakistan Petroleum Limited's exploration work identified gas at Kandhkot Well-1 on the northeastern dome. The well was spudded on 7 March 1959 and drilled to a depth of approximately 2,079 metres.
The Kandhkot field consists of three independent gas-bearing domes. Its discovery placed this relatively remote part of upper Sindh on Pakistan's national energy map.
The development of the gas field also demonstrates the economic diversity of Kashmore. The district is simultaneously an agricultural landscape dependent on water and an energy-producing landscape connected to Pakistan's gas infrastructure.
Kandhkot retains traces of its administrative past. Among the notable historic structures is the old Mukhtiarkar Office, built in 1902.
Government High School Kandhkot, established in 1947, represents another important chapter in the town's educational history. Buildings such as these help show how government administration and formal education expanded in upper Sindh during the late colonial and early post-independence periods.
The Sindh Annual School Census 2023–24 records 1,388 schools in Kashmore District. Of these, 1,257 were functional.
The same education profile reports approximately 172,058 students and 4,610 teachers. The district school network includes primary, elementary, middle, secondary and higher-secondary institutions.
The size of the school network reflects Kashmore's large rural population. Maintaining schools in scattered settlements can be more difficult than serving compact urban neighbourhoods because transport, buildings, teacher availability and basic facilities all have to reach widely distributed communities.
Census-based data place Kashmore among the less-literate districts of Sindh. SindhAtlas reports an overall literacy rate of about 35.59 percent, with a substantial gender gap between male and female literacy.
These figures should be understood alongside the district's geography. Many residents live in rural settlements, and educational access can be affected by distance, poverty, seasonal flooding, school infrastructure and household economic pressures.
Improving education in Kashmore therefore requires more than building classrooms. Reliable transport, functional schools, trained teachers, girls' education, safe learning environments and continuity during floods are all important.
Kashmore is overwhelmingly connected with the Sindhi-speaking cultural sphere. Pakistan Bureau of Statistics mother-tongue data show Sindhi as the dominant language across the district, alongside smaller communities speaking Balochi and other languages.
The district's position near Punjab and Balochistan contributes to its linguistic and cultural diversity. Borderland districts often develop social connections that extend beyond provincial boundaries, and Kashmore is a strong example of that pattern.
The riverine or katcha belt is one of the defining landscapes of northern Sindh. Communities living near the Indus have historically adapted their livelihoods to seasonal changes in water levels.
Livestock, agriculture and river-related economic activities are particularly important in these areas. But the same geography creates vulnerability when floods inundate roads, schools, homes and farmland.
The 2010 floods were especially significant in the region. The Tori dyke breach in Kandhkot taluka on 6 August 2010 became one of the major flood events remembered in the district's recent history.
Major flooding again affected Kandhkot and other parts of Sindh in 2022. These events demonstrate why flood management, embankments, drainage, early warning systems and resilient public infrastructure remain important priorities.
Kashmore's documented list of nationally prominent personalities is particularly strong in politics and public life. The district's political history has included several influential families and representatives from the Mazari, Bijarani, Jakhrani and other local political networks.
Mir Hazar Khan Bijarani was one of Kashmore's most prominent political figures. He served in both provincial and federal politics and held ministerial responsibilities, including the education portfolio.
His political career made him a nationally recognised figure from northern Sindh. He was also closely associated with the Bijarani political family and the Karampur area of present-day Kashmore District.
Mir Shabbir Ali Khan Bijarani was another major political personality associated with Kashmore. He served in the Sindh Assembly and was also active in national politics.
Election records identify his address in Karampur, Taluka Tangwani, District Kashmore. He represented the Kashmore political constituency and was a member of the influential Bijarani family.
Salim Jan Khan Mazari is a prominent political figure associated with Kashmore and the Mazari family. He has represented the area in the National Assembly and has been active in the political affairs of northern Sindh.
Mir Gul Muhammad Khan Jakhrani is another political personality associated with Kashmore. Public profiles identify him with national and district-level political activity, including work connected with the district council.
Abdul Rauf Khoso is a Kashmore political figure who has represented the district in the Sindh Assembly. His political career has been connected with Kashmore-I and the rural communities of the district.
Sardar Ghulam Abid Sundrani is another prominent political personality from Kashmore. He has represented Kashmore-II in the Sindh Assembly and is associated with the Sundrani political network of the district.
Mehboob Ali Khan Bijarani is a later-generation political figure from the Bijarani family and has represented the Kashmore-III provincial constituency.
Kashmore's political personalities should be understood in the context of the district's tribal, agricultural and rural political structure. Unlike Karachi districts, where famous personalities are often actors, musicians or business leaders, Kashmore's most clearly documented nationally prominent figures have historically come from politics and public administration.
Although most of Kashmore is rural, its towns perform important commercial and administrative functions.
The 2023 census recorded more than 208,000 households in Kashmore District. The housing pattern reflects the district's rural character: a large proportion of households are located outside the principal urban settlements.
Housing conditions can vary substantially between towns, villages and riverine communities. In many rural areas, access to durable housing, clean water, sanitation, electricity and roads remains closely tied to the availability of public infrastructure.
Flood risk is one of Kashmore's defining development challenges. Communities near the Indus and irrigation channels face a different risk profile from those in higher or more distant areas.
Floods can disrupt agricultural production while also damaging roads, schools, health facilities and houses. Because agriculture is such a large part of the local economy, even a temporary interruption can affect household income for an entire season.
Stronger embankments, drainage, early warning systems, emergency shelters and flood-resilient schools can therefore provide benefits far beyond disaster response.
Healthcare in Kashmore serves a population spread across a large rural area. The district headquarters at Kashmore and the larger town of Kandhkot provide important health services, while basic health facilities and rural health infrastructure serve more dispersed communities.
Distance is an important consideration. Residents of riverine and remote villages may have to travel significant distances for specialised treatment, emergency care or services unavailable at smaller facilities.
Kashmore is strategically important because it connects several systems that are fundamental to Pakistan's economy.
First, it sits beside the Indus and contains the Guddu Barrage, one of Sindh's major irrigation structures. Second, it contains the Kandhkot Gas Field, linking the district to Pakistan's energy infrastructure. Third, its northern position makes it a gateway between Sindh, Punjab and Balochistan.
This combination gives Kashmore an importance that is larger than its population alone would suggest.
The district's future development can be understood around several connected priorities: agricultural productivity, reliable irrigation, flood protection, education, healthcare, rural roads, energy-sector opportunities and better access to markets.
Education is particularly important because Kashmore has a young and largely rural population. Improving girls' access to secondary education, strengthening existing schools and ensuring that flood emergencies do not permanently interrupt learning could have long-term effects on the district.
Agriculture also needs to become more resilient. Better water management, improved farm-to-market roads, modern agricultural practices and reliable access to inputs can help rural households capture more value from the land irrigated by the Guddu system.
Kashmore is best understood not as a distant corner of Sindh but as a gateway district whose geography connects water, agriculture, energy and regional movement.
The Indus gives the district its agricultural foundation. Guddu Barrage turns that river into a managed irrigation system. Kandhkot's gas field gives the district an energy dimension, while the towns of Kashmore, Kandhkot and Tangwani connect villages to markets, administration and services.
At the same time, floods, rural poverty, education gaps and infrastructure shortages remain serious challenges. The future of Kashmore will depend on whether development can strengthen the benefits of its water and energy resources while making riverine and rural communities more resilient.

تنگوانی ضلع کشمور کا تیسرا تعلقہ ہے۔ 2023 میں اس کی آبادی تقریباً 338,764 تھی۔ یہ تعلقہ بڑی حد تک دیہی نوعیت رکھتا ہے اور اس میں متعدد گوٹھ اور زرعی آبادیاں شامل ہیں۔
تنگوانی اور کرم پور یہاں کی اہم شہری آبادیوں میں شامل ہیں۔ کرم پور کی 2023 کی آبادی تقریباً 20,050 تھی۔
دریائے سندھ ضلع کشمور کے مشرقی حصے کے جغرافیے کی بنیادی خصوصیت ہے۔ صدیوں سے دریا نے یہاں کی آبادی، زراعت، ماہی گیری، مویشی پالنے اور موسمی نقل و حرکت پر اثر ڈالا ہے۔
دریائے سندھ کشمور کے لیے نعمت بھی ہے اور خطرہ بھی۔ معمول کے حالات میں اس کا پانی زمین کو زرخیز اور زرعی پیداوار کو ممکن بناتا ہے، جبکہ شدید سیلاب کے دوران یہی دریا گھروں، فصلوں، سڑکوں اور سرکاری سہولیات کے لیے خطرہ بن سکتا ہے۔
کشمور کی شناخت میں گڈو بیراج کو مرکزی حیثیت حاصل ہے۔ یہ دریائے سندھ پر قائم سندھ کے بڑے آبپاشی منصوبوں میں سے ایک ہے۔
سندھ محکمہ آبپاشی کے مطابق گڈو بیراج کی بنیاد 2 فروری 1957 کو رکھی گئی اور اس کی تعمیر 1962 میں مکمل ہوئی۔ یہ بیراج دریائے سندھ کے پانی کو منظم کرنے اور وسیع زرعی علاقوں تک آبپاشی کا پانی پہنچانے کے لیے بنایا گیا۔
محکمہ آبپاشی کے مطابق گڈو بیراج کا آبپاشی نظام تقریباً 29 لاکھ ایکڑ زرعی زمین کو پانی فراہم کرتا ہے۔ اس نظام سے بیگاری سندھ فیڈر، ڈیزرٹ پیٹ فیڈر، گھوٹکی فیڈر اور رینی کینال سمیت اہم نہری راستے منسلک ہیں۔
اس لحاظ سے گڈو بیراج صرف کشمور کا مقامی تاریخی مقام نہیں بلکہ سندھ اور بلوچستان کے بڑے زرعی خطے کے لیے اہم قومی آبپاشی انفراسٹرکچر ہے۔
کشمور کی دیہی معیشت کا بنیادی ستون زراعت ہے۔ دریائے سندھ اور گڈو بیراج کے آبپاشی نظام کی وجہ سے چاول اور گندم سمیت مختلف فصلیں کاشت کی جاتی ہیں۔
عام زرعی دور میں موسم گرما میں چاول اور سردیوں میں گندم کی کاشت اہم حیثیت رکھتی ہے۔ مویشی پالنا بھی دیہی گھرانوں کی آمدنی میں حصہ ڈالتا ہے۔
تاہم زراعت صرف پانی ملنے سے کامیاب نہیں ہوتی۔ کسانوں کو بجلی، بیج، کھاد، زرعی مشینری، مزدور، سڑکوں، منڈیوں اور مناسب پانی کی تقسیم کی بھی ضرورت ہوتی ہے۔
کشمور کی معاشی شناخت کا دوسرا بڑا پہلو قدرتی گیس ہے۔ کندھ کوٹ گیس فیلڈ 1959 میں دریافت ہوئی اور اس نے بالائی سندھ کے اس علاقے کو پاکستان کی توانائی کی صنعت سے جوڑ دیا۔
پاکستان پیٹرولیم لمیٹڈ کی تلاش کے دوران کندھ کوٹ ویل-1 میں گیس کے ذخائر دریافت ہوئے۔ یہ کنواں 7 مارچ 1959 کو شروع کیا گیا اور تقریباً 2,079 میٹر کی گہرائی تک کھودا گیا۔
کندھ کوٹ گیس فیلڈ میں تین الگ گیس پیدا کرنے والے ڈومز موجود ہیں۔ اس دریافت نے کشمور اور کندھ کوٹ کو پاکستان کے توانائی کے نقشے میں ایک نمایاں مقام دیا۔
کندھ کوٹ میں آج بھی ایسی عمارتیں موجود ہیں جو اس علاقے کی انتظامی تاریخ کو ظاہر کرتی ہیں۔ پرانا مختیارکار دفتر 1902 میں تعمیر ہوا تھا۔
گورنمنٹ ہائی اسکول کندھ کوٹ 1947 میں قائم ہوا اور علاقے میں رسمی تعلیم کی تاریخ کی ایک اہم مثال ہے۔ ایسی عمارتیں بالائی سندھ میں سرکاری انتظامیہ اور تعلیم کے پھیلاؤ کی تاریخ کو سمجھنے میں مدد دیتی ہیں۔
سندھ کے Annual School Census 2023-24 کے مطابق ضلع کشمور میں 1,388 اسکول موجود تھے، جن میں سے 1,257 فعال تھے۔
اسی تعلیمی پروفائل کے مطابق ضلع میں تقریباً 172,058 طلبہ اور 4,610 اساتذہ موجود تھے۔ اسکولوں میں پرائمری، ایلیمنٹری، مڈل، سیکنڈری اور ہائر سیکنڈری سطح کے ادارے شامل ہیں۔
ضلع کی بڑی دیہی آبادی کی وجہ سے تعلیمی نظام کو خاص چیلنجز درپیش ہیں۔ دور دراز گوٹھوں تک اساتذہ، عمارتیں، بنیادی سہولیات اور محفوظ آمدورفت پہنچانا شہری علاقوں کے مقابلے میں زیادہ مشکل ہو سکتا ہے۔
مردم شماری پر مبنی اعداد و شمار کشمور کو سندھ کے نسبتاً کم شرح خواندگی والے اضلاع میں شمار کرتے ہیں۔ دستیاب ضلع پروفائل کے مطابق مجموعی شرح خواندگی تقریباً 35.59 فیصد ہے اور مردوں اور خواتین کی شرح میں واضح فرق موجود ہے۔
اس صورتحال کو ضلع کی دیہی ساخت، غربت، فاصلے، سیلاب، اسکولوں کی دستیابی اور گھریلو معاشی حالات کے ساتھ سمجھنا ضروری ہے۔
کشمور میں تعلیم بہتر بنانے کے لیے صرف نئی عمارتیں بنانا کافی نہیں۔ لڑکیوں کی ثانوی تعلیم، تربیت یافتہ اساتذہ، فعال اسکول، محفوظ ماحول اور سیلاب کے دوران تعلیمی تسلسل بھی ضروری ہیں۔
کشمور کی غالب لسانی شناخت سندھی زبان سے جڑی ہوئی ہے۔ مردم شماری کے مادری زبان کے اعداد و شمار میں سندھی کی واضح اکثریت نظر آتی ہے، جبکہ بلوچی اور دیگر زبانیں بولنے والی برادریاں بھی موجود ہیں۔
پنجاب اور بلوچستان کے قریب واقع ہونے کی وجہ سے کشمور میں سرحدی خطے کی ثقافتی خصوصیات بھی پائی جاتی ہیں۔ مختلف علاقوں کے درمیان تجارت، نقل مکانی اور سماجی روابط نے یہاں کی ثقافت کو متنوع بنایا ہے۔
دریائے سندھ کے قریب واقع کچا علاقہ کشمور کے جغرافیے کی ایک اہم خصوصیت ہے۔ یہاں کی بستیاں موسمی طور پر پانی کی تبدیلیوں کے ساتھ زندگی کو ڈھالتی رہی ہیں۔
مویشی پالنا، زراعت اور دریا سے متعلق معاشی سرگرمیاں ان علاقوں میں اہم ہیں۔ لیکن سیلاب کی صورت میں یہی بستیاں سڑکوں، اسکولوں، گھروں اور فصلوں کے نقصان کا سامنا کر سکتی ہیں۔
2010 کا سیلاب ضلع کی حالیہ تاریخ کا ایک اہم واقعہ تھا۔ 6 اگست 2010 کی رات کندھ کوٹ تعلقے میں ٹوری ڈائیک ٹوٹنے کا واقعہ وسیع پیمانے پر یاد کیا جاتا ہے۔
2022 میں بھی کندھ کوٹ اور سندھ کے دیگر علاقوں کو بڑے سیلاب کا سامنا کرنا پڑا۔ اس لیے بند، نکاسی آب، ابتدائی وارننگ سسٹم، محفوظ پناہ گاہیں اور سیلاب سے محفوظ اسکول کشمور کے لیے اہم ترقیاتی ترجیحات ہیں۔
کشمور کی معروف شخصیات میں سب سے زیادہ مضبوط اور دستاویزی نام سیاست اور عوامی زندگی سے تعلق رکھتے ہیں۔ ضلع کی سیاسی تاریخ میں مزاری، بجارانی، جکھرانی اور سندرانی خاندانوں سمیت کئی مقامی سیاسی خاندانوں کا کردار رہا ہے۔
میر ہزار خان بجارانی کشمور کی سب سے نمایاں سیاسی شخصیات میں شمار ہوتے ہیں۔ انہوں نے صوبائی اور وفاقی سیاست میں خدمات انجام دیں اور وفاقی و صوبائی سطح پر وزارتوں کی ذمہ داریاں بھی سنبھالیں۔
ان کا تعلق بجارانی سیاسی خاندان سے تھا اور کندھ کوٹ، کرم پور اور موجودہ کشمور ضلع کے سیاسی منظرنامے میں ان کی شخصیت کا نمایاں اثر رہا۔
میر شبیر علی خان بجارانی کشمور سے وابستہ ایک اور اہم سیاسی شخصیت تھے۔ وہ سندھ اسمبلی میں نمائندگی کر چکے تھے اور قومی سیاست میں بھی فعال رہے۔
انتخابی ریکارڈ میں ان کا پتہ کرم پور، تعلقہ تنگوانی، ضلع کشمور درج رہا ہے۔ وہ بجارانی خاندان سے تعلق رکھتے تھے اور کشمور کی سیاست میں نمایاں مقام رکھتے تھے۔
سلیم جان خان مزاری کشمور سے تعلق رکھنے والے معروف سیاسی رہنما ہیں۔ وہ قومی اسمبلی میں علاقے کی نمائندگی کر چکے ہیں اور شمالی سندھ کی سیاسی زندگی میں ان کا کردار رہا ہے۔
میر گل محمد خان جکھرانی بھی کشمور کی نمایاں سیاسی شخصیات میں شامل ہیں۔ ان کا تعلق قومی اور ضلعی سیاسی سرگرمیوں سے رہا ہے اور وہ ضلعی کونسل کی سطح پر بھی ذمہ داریاں ادا کر چکے ہیں۔
عبدالرؤف کھوسو کشمور کی ایک معروف سیاسی شخصیت ہیں جنہوں نے سندھ اسمبلی میں ضلع کی نمائندگی کی ہے۔ ان کا سیاسی تعلق کشمور-I اور ضلع کی دیہی آبادیوں سے رہا ہے۔
سردار غلام عابد سندرانی بھی کشمور کی اہم سیاسی شخصیات میں شامل ہیں۔ وہ کشمور-II کی صوبائی نشست کی نمائندگی کر چکے ہیں اور سندرانی سیاسی خاندان سے تعلق رکھتے ہیں۔
محبوب علی خان بجارانی بجارانی خاندان کی نئی نسل کے نمایاں سیاسی رہنماؤں میں شامل ہیں اور کشمور-III کی صوبائی نمائندگی کر چکے ہیں۔
کشمور کی سیاسی شخصیات کو ضلع کے دیہی، قبائلی اور زرعی معاشرتی ڈھانچے کے تناظر میں سمجھنا ضروری ہے۔ کراچی کے اضلاع کے برعکس یہاں معروف شخصیات کی بڑی تعداد کا تعلق سیاست، مقامی قیادت اور عوامی زندگی سے رہا ہے، نہ کہ صرف شوبز یا تفریحی صنعت سے۔
2023 کی مردم شماری میں ضلع کشمور میں 208,894 گھرانے ریکارڈ کیے گئے۔ بڑی تعداد میں گھرانے شہری مراکز سے باہر دیہی علاقوں میں رہتے ہیں۔
شہروں، دیہات اور دریائی علاقوں میں رہائشی حالات مختلف ہو سکتے ہیں۔ پائیدار گھروں، صاف پانی، نکاسی آب، بجلی، سڑکوں اور دیگر بنیادی سہولیات تک رسائی دیہی آبادی کے معیار زندگی پر براہ راست اثر ڈالتی ہے۔
سیلاب کشمور کے اہم ترقیاتی چیلنجز میں شامل ہے۔ دریائے سندھ اور نہری نظام کے قریب رہنے والی آبادیوں کو پانی کی سطح بڑھنے کی صورت میں مختلف نوعیت کے خطرات کا سامنا ہوتا ہے۔
سیلاب فصلوں کے ساتھ ساتھ سڑکوں، اسکولوں، گھروں اور صحت کے مراکز کو بھی متاثر کر سکتا ہے۔ چونکہ زراعت مقامی معیشت کا بڑا حصہ ہے، اس لیے ایک بڑے سیلاب کا اثر پورے زرعی موسم کی آمدنی پر پڑ سکتا ہے۔
کشمور میں صحت کی سہولیات کو ایک ایسے ضلع کی ضروریات پوری کرنا ہوتی ہیں جہاں آبادی بڑے رقبے میں پھیلی ہوئی ہے۔ کشمور اور کندھ کوٹ بڑے مراکز کے طور پر اہم ہیں، جبکہ بنیادی صحت کی سہولیات دیہی علاقوں تک خدمات پہنچانے میں کردار ادا کرتی ہیں۔
دور دراز دیہات کے لیے فاصلے ایک اہم مسئلہ ہیں۔ بعض مریضوں کو خصوصی علاج، ایمرجنسی خدمات یا پیچیدہ طبی سہولیات کے لیے بڑے شہروں کا رخ کرنا پڑ سکتا ہے۔
کشمور کی اہمیت اس کی آبادی سے کہیں زیادہ ہے کیونکہ یہاں کئی بنیادی قومی نظام ایک دوسرے سے ملتے ہیں۔
سب سے پہلے دریائے سندھ اور گڈو بیراج ہیں، جو سندھ کے بڑے زرعی خطے کو پانی فراہم کرتے ہیں۔ دوسرا اہم عنصر کندھ کوٹ گیس فیلڈ ہے، جو ضلع کو پاکستان کے توانائی کے نظام سے جوڑتی ہے۔ تیسرا عنصر اس کا جغرافیائی محل وقوع ہے، جو سندھ کو پنجاب اور بلوچستان کے قریب لاتا ہے۔
کشمور کی آئندہ ترقی کے لیے زرعی پیداوار، آبپاشی، سیلاب سے تحفظ، تعلیم، صحت، دیہی سڑکیں، توانائی اور منڈیوں تک بہتر رسائی اہم ترجیحات ہیں۔
تعلیم خاص طور پر اہم ہے کیونکہ ضلع کی آبادی بڑی حد تک دیہی اور نوجوان ہے۔ لڑکیوں کی ثانوی تعلیم، فعال اسکول، تربیت یافتہ اساتذہ اور سیلاب کے دوران تعلیم کا تسلسل طویل مدت میں ضلع کے انسانی وسائل کو مضبوط بنا سکتے ہیں۔
زراعت کو بھی زیادہ مضبوط اور پائیدار بنانے کی ضرورت ہے۔ بہتر پانی کا انتظام، کھیت سے منڈی تک سڑکیں، جدید زرعی طریقے اور زرعی سہولیات تک قابل اعتماد رسائی کسانوں کو زیادہ فائدہ پہنچا سکتی ہے۔
کشمور کو محض سندھ کا ایک دور افتادہ ضلع سمجھنا اس کی مکمل تصویر پیش نہیں کرتا۔ یہ ایسا خطہ ہے جہاں پانی، زراعت، توانائی اور علاقائی رابطے ایک دوسرے سے جڑے ہوئے ہیں۔
دریائے سندھ یہاں کی زرعی بنیاد ہے، گڈو بیراج اس پانی کو منظم کرکے وسیع زرعی علاقے تک پہنچاتا ہے، جبکہ کندھ کوٹ گیس فیلڈ ضلع کو توانائی کے شعبے سے جوڑتی ہے۔ کشمور، کندھ کوٹ اور تنگوانی کے شہر دیہی آبادیوں کو تجارت، انتظامیہ، تعلیم اور صحت کی سہولیات سے ملاتے ہیں۔
دوسری جانب سیلاب، دیہی غربت، تعلیمی خلا اور بنیادی انفراسٹرکچر کی کمی اب بھی اہم چیلنجز ہیں۔ کشمور کا مستقبل اس بات پر منحصر ہوگا کہ پانی اور توانائی کے وسائل سے حاصل ہونے والے فوائد کو کس طرح زیادہ منصفانہ اور پائیدار انداز میں مقامی آبادی تک پہنچایا جاتا ہے۔
