Badin is a lower-Sindh district where irrigated farmland, river-fed canals, oil and gas operations, fishing settlements and coastal wetlands meet. Its headquarters is Badin town. The district belongs to the Hyderabad administrative division and occupies the southern edge of the Indus plain, near the creeks and tidal country that lead toward the Arabian Sea and the Rann of Kutch. بدین کے جنوبی علاقے ساحلی اور مدوجزر والے ماحول سے وابستہ ہیں۔ کریکس، آبی گزرگاہیں، دلدلی زمینیں اور ساحلی مٹی ماہی گیر خاندانوں، مویشی پالنے والوں اور کسانوں کے لیے مختلف مواقع پیدا کرتی ہیں۔ بعض گھرانے فصل کے موسم میں زراعت اور دوسرے موسم میں ماہی گیری یا مزدوری سے آمدن حاصل کرتے ہیں۔ اس طرح زراعت اور ماہی گیری الگ الگ دنیائیں نہیں بلکہ ایک مشترکہ دیہی معیشت ہیں۔
ساحلی خاندانوں کے مسائل میں کریکس تک رسائی، مچھلی کو منڈی تک پہنچانا، خراب سڑکیں، میٹھے پانی کی کمی، نمکیات، آلودگی، طوفانی موسم اور روزگار کا غیر یقینی پن شامل ہو سکتے ہیں۔ ماہی گیری کی معیشت کو بڑھا چڑھا کر بیان کرنے کے بجائے اسے ایک اہم مگر حساس ذریعہ معاش سمجھنا زیادہ درست ہے۔ ساحلی منصوبہ بندی میں ماہی گیروں، کسانوں، آبپاشی ماہرین، صحت کے کارکنوں اور مقامی حکومت کو ساتھ شامل کرنا ضروری ہے۔
بدین کا نام پاکستان کی تیل و گیس کی تاریخ میں بھی آتا ہے۔ ضلع اور اس کے آس پاس کے علاقوں میں تلاش، پیداوار اور توانائی سے متعلق سرگرمیوں نے نچلے سندھ کو قومی توانائی کے نقشے کا حصہ بنایا۔ بعض پٹرولیم بلاکس بدین کے ساتھ قریبی اضلاع تک پھیلے ہوئے ہیں، اس لیے کسی بلاک کو صرف بدین شہر کے اندر واقع ایک واحد میدان سمجھنا درست نہیں۔
توانائی کا شعبہ کنٹریکٹ، ٹرانسپورٹ، ہنرمند روزگار، سرکاری آمدن اور مقامی خدمات کے مواقع پیدا کر سکتا ہے، لیکن اس کے ساتھ زمین، پانی، سڑک، اخراج، صنعتی حفاظت، فضلے اور مقامی آبادی کے فائدے کے سوالات بھی جڑے ہیں۔ بدین کے بارے میں یہ دعویٰ کہ وہ پاکستان کے نصف خام تیل کی پیداوار کرتا ہے، موجودہ مستند پیداوار کے واضح عدد اور مدت کے بغیر یہاں پیش نہیں کیا گیا۔ قابلِ اعتماد نتیجہ یہ ہے کہ بدین ایک اہم توانائی خطہ ہے، نہ کہ ایک مستقل غیرمصدقہ فیصد کا نام۔
بدین شہر ضلع کا انتظامی اور خدماتی مرکز ہے۔ ماتلی شمالی زرعی منڈی کے طور پر، تلہار دیہی تجارت کے مرکز کے طور پر، ٹنڈو باگو زرعی و مقامی خدماتی شہر کے طور پر اور گولارچی یا شہید فاضل راہو جنوبی زرعی خطے کے اہم مرکز کے طور پر سامنے آتے ہیں۔ ان شہروں کی اہمیت صرف شہری حدود میں نہیں بلکہ ان دیہات میں ہے جو اسکول، کلینک، بازار اور سرکاری دفتر کے لیے ان پر انحصار کرتے ہیں۔
سندھی بدین کی بنیادی ثقافتی اور روزمرہ زبان ہے۔ اجرک، سندھی ٹوپی، سندھی شاعری، مذہبی اجتماعات، شادی بیاہ، مقامی بازار اور فصلوں کا کیلنڈر معاشرتی زندگی کا حصہ ہیں۔ ان روایات کو کسی ایک یکساں نمونے میں بند نہیں کیا جا سکتا؛ ایک نہری کسان، ایک ساحلی ماہی گیر اور ایک شہری تاجر کی زندگی کے تجربات مختلف ہو سکتے ہیں۔
دیہی معاشرہ خاندان، زمین، مویشی، مسجد، بازار، مذہبی مقامات اور فصلوں کے موسم سے جڑا ہے۔ چاول، گندم، سبزیاں، دودھ، مچھلی اور موسمی پیداوار مقامی خوراک کے نظام کا حصہ ہیں۔ بدین کی ثقافت نچلے سندھ کے ساحلی، زرعی اور دریائی ماحول سے مل کر بنتی ہے، اس لیے اسے صرف عمومی “سندھی ثقافت” کے چند ناموں تک محدود کرنا مناسب نہیں۔
بدین شہر اور تعلقہ مراکز میں سرکاری اسکول، کالج اور فنی ادارے موجود ہیں۔ انگلش صفحے میں بدین اور گولارچی سے وابستہ عوامی کالجوں کا ذکر ہے، جبکہ اعلیٰ یا خصوصی تعلیم کے لیے کئی طلبہ حیدرآباد، ٹنڈو جام یا سندھ کے دوسرے بڑے تعلیمی مراکز کا رخ کرتے ہیں۔
2023 کی خواندگی کے اعداد تعلیم کے چیلنج کو واضح کرتے ہیں۔ ضلع میں مجموعی خواندگی 36.65 فیصد، مردوں میں 46.46 فیصد اور خواتین میں 26.00 فیصد رپورٹ ہوئی ہے۔ دیہی فاصلہ، سیلابی راستے، اساتذہ کی کمی، بجلی، لڑکیوں کے لیے محفوظ آمدورفت اور ثانوی درجے کی تعلیم تک محدود رسائی اسکول میں برقرار رہنے پر اثر ڈال سکتی ہے۔
ڈسٹرکٹ ہیڈکوارٹرز اسپتال بدین ضلع کی بنیادی سرکاری ریفرل سہولت ہے۔ اس کے علاوہ تعلقہ سطح کے اسپتال، دیہی صحت مراکز، بنیادی صحت یونٹس اور ڈسپنسریاں مختلف آبادیوں کو خدمات فراہم کرتی ہیں۔ اداروں کی تعداد اور درجہ بندی وقت کے ساتھ بدل سکتی ہے، اس لیے کسی ایک مقررہ تعداد کو تازہ محکمہ صحت کے ریکارڈ کے بغیر موجودہ حتمی عدد نہیں سمجھنا چاہیے۔
دور دراز دیہات کے لیے اصل مسئلہ فاصلے اور آمدورفت کا ہے۔ زچہ و بچہ کی دیکھ بھال، ہنگامی علاج، ادویات، صاف پانی اور سیلاب کے بعد بیماریوں سے بچاؤ کے لیے بنیادی مراکز کا فعال رہنا ضروری ہے۔ بارش یا سیلاب سے سڑک بند ہو تو مریض کو تعلقہ یا ضلعی اسپتال تک پہنچانا خود ایک طبی چیلنج بن جاتا ہے۔
بدین شہر، ماتلی، تلہار، ٹنڈو باگو اور گولارچی کو سڑکیں دیہی آبادی، حیدرآباد، میرپورخاص، ٹھٹھہ، سجاول اور نچلے ساحلی اضلاع سے جوڑتی ہیں۔ یہی راستے فصل، کھاد، بیج، مچھلی، مویشی، مریض، طلبہ اور روزمرہ سامان منتقل کرتے ہیں۔ اندرونی دیہی سڑکیں خراب ہوں تو قومی یا علاقائی شاہراہ موجود ہونے کے باوجود مقامی معیشت متاثر ہو سکتی ہے۔
بارش، سیلابی پانی، کٹاؤ، پلوں اور نالوں کی خرابی آمدورفت کو متاثر کر سکتی ہے۔ بہتر سڑک کا مطلب صرف کم فاصلہ نہیں بلکہ ایسا راستہ ہے جس پر اسکول بس، ایمبولینس، کسان اور تاجر بارش کے بعد بھی سفر کر سکیں۔
بدین میں ماحولیاتی خطرات ایک دوسرے سے جڑے ہوئے ہیں۔ نہری علاقوں میں پانی کی کمی، سیم و تھور اور آبپاشی کی خرابی مسئلہ بن سکتی ہے۔ کم بلندی والے اور ساحلی علاقوں میں سیلاب، مدوجزر، نمکین پانی، کریکس کی تبدیلی اور میٹھے پانی کی کمی معاشی نقصان کا باعث بن سکتے ہیں۔ شدید گرمی اور خشک موسم مویشیوں، فصلوں اور انسانی صحت پر اضافی دباؤ ڈالتے ہیں۔
سیلاب کبھی کھیتوں میں زرخیز مٹی بھی لاتا ہے اور کبھی کھڑی فصل، گھر، سڑک اور اسکول کو نقصان پہنچاتا ہے۔ اس لیے بدین کے لیے پانی کا انتظام صرف بند باندھنے کا نام نہیں؛ نکاسی آب، بروقت انتباہ، صاف پانی، صحت، مویشیوں کے لیے محفوظ جگہ اور مقامی سڑکوں کی بحالی بھی ضروری ہے۔ ماحولیاتی مسائل کو شواہد اور مقامی نگرانی کے ساتھ بیان کرنا چاہیے، غیرضروری خوف پھیلانا نہیں۔
بدین کی سیاحت کا مضبوط پہلو روایتی تفریحی مرکز نہیں بلکہ تاریخی، ثقافتی اور قدرتی منظرنامہ ہے۔ بدین، ماتلی، تلہار، ٹنڈو باگو اور گولارچی کے پرانے بازار، مساجد، مزارات اور دیہی بستیاں مقامی تاریخ کو سمجھنے میں مدد دیتے ہیں۔ ساحلی کریکس، آبی زمینیں، ماہی گیر بستیاں اور نہری منظرنامہ بدین کی جغرافیائی شناخت دکھاتے ہیں۔
ہر مقامی روایت یا قدیم ٹیلے کو باقاعدہ آثار قدیمہ کا مقام قرار نہیں دینا چاہیے۔ کسی مسجد، مزار، تاریخی عمارت یا آثار کی حیثیت، حفاظت اور رسائی کے بارے میں محکمہ ثقافت اور آثار قدیمہ کے تازہ ریکارڈ سے رجوع ضروری ہے۔ کم پیمانے کی مقامی رہنمائی، درست معلومات، بہتر سڑک، صفائی اور مقامی لوگوں کی شرکت بدین کے لیے غیرمصدقہ سیاحتی دعووں سے زیادہ قابلِ اعتماد راستہ ہے۔
بدین کے بڑے مسائل ایک دوسرے سے جڑے ہیں۔ پانی کی کمی اور آبپاشی کی خرابی زراعت کو متاثر کرتی ہے، اضافی پانی اور ناقص نکاسی سیم و تھور بڑھا سکتے ہیں، ساحلی دباؤ ماہی گیروں اور کسانوں کے روزگار کو کمزور کر سکتا ہے، جبکہ سیلاب سڑک، اسکول، اسپتال اور فصل سب کو متاثر کر سکتا ہے۔ دیہی تعلیم، لڑکیوں کی ثانوی تعلیم، بنیادی صحت، صاف پانی اور غربت بھی اہم چیلنجز ہیں۔
ان مسائل کو کسی ایک نعرے سے حل نہیں کیا جا سکتا۔ بدین کے لیے آبپاشی کی منصفانہ تقسیم، نکاسی آب، سیلابی منصوبہ بندی، بہتر دیہی سڑکیں، صحت کے مراکز، لڑکیوں کی تعلیم، ماہی گیر برادریوں کا تحفظ اور توانائی کے شعبے میں شفاف ذمہ داری ضروری ہے۔
زرعی پیداوار کی بہتر قیمت، خوراک کی پراسیسنگ، سبزی اور ٹماٹر کی منڈی، مویشیوں کی خدمات، ماہی گیری کے لیے کولڈ چین، مقامی دستکاری، چھوٹے کاروبار اور ذمہ دار ساحلی سیاحت بدین کے لیے مواقع پیدا کر سکتے ہیں۔ تیل و گیس سے وابستہ سرگرمیوں میں مقامی ہنر، حفاظت، پانی اور ماحولیاتی نگرانی کو بھی ترقی کے منصوبے کا حصہ بنانا چاہیے۔
تعلیم اور سڑک کو معاشی منصوبے سے الگ نہیں کیا جا سکتا۔ اگر کسان کو منڈی تک راستہ، طالب علم کو اسکول تک محفوظ سفر، مریض کو اسپتال تک ایمبولینس اور ماہی گیر کو مچھلی کی مناسب منڈی ملے تو ضلع کے موجود وسائل زیادہ پائیدار روزگار میں بدل سکتے ہیں۔
بدین سندھ کے لیے اس لیے اہم ہے کہ یہاں خوراک، پانی، توانائی، ساحلی ماحول اور سندھی ثقافت ایک ہی ضلع میں دکھائی دیتے ہیں۔ یہ ضلع نچلے سندھ کے زرعی میدان کو ساحلی کریکس سے، دیہی روزگار کو حیدرآباد کی منڈیوں سے، اور مقامی زندگی کو پاکستان کے وسیع food اور energy نظام سے جوڑتا ہے۔
بدین کا مستقبل اس بات پر منحصر ہے کہ آبپاشی، ساحلی ماحول، ماہی گیری، زراعت، تعلیم، صحت اور توانائی کو الگ الگ منصوبوں کے بجائے ایک مربوط ضلع ایجنڈے کے طور پر دیکھا جائے۔ یہی بدین کی اصل اہمیت ہے۔
